Was the Prophet (pbuh) sent as a warner only to the people of Mecca as verse 28: 46 seems to suggest? I have heard that he was sent as a “Mercy to the Worlds” but I cannot find this ayat.

The Prophet (pbuh)’s message was for the whole humankind. Thus, the Prophet (pbuh) is a warner for the whole mankind. The Qur’an in Surah Al-Furqaan 25: 1 says:
Blessed is He, Who revealed the Criterion [i.e. the Qur’an] on His servant so that he be a warner for the whole world.
However, the Prophet (pbuh) in his personal capacity was a warner only for the people of his own time and place. His warning has reached the people of other times and places through his companions. Thus, at another instance, the Qur’an says:
And this is a book; We have revealed it; it is blessed; a confirmation of [the prophesies of] that, which was already at hand, so that you [give glad tidings for the believers] and warn the people of the chief town [i.e. Mecca] and the surrounding areas (Al-An`aam 6: 92)
The verse that declares the Prophet (pbuh) to be a mercy for the whole world, is Al-Anbiyaa 21: 107. The verse is translated as: “We only sent you as a mercy to the whole world”.
